He could just have left her down there as a bait. See what would come to get her. But the problem is that it would probably have been more of those wolf-mockeries, and he already knew about those. So he took her somewhere safe and then started to observe, hoping to get a better clue of where to put her ...but all he sees are people that, if they don't look human, at least act human.
